a) NON-EU STUDENTS RESIDING ABROAD

Non-EU students residing abroad can choose to pay the tuition fee according to one of the following options.

OPTION 1: FLAT RATE

The Flat Rate is set on the basis of the student’s Area of Study and Citizenship, according to three brackets. It ranges from €400 to €4500 per year.

Please note that the Flat Rate option will be automatically applied to students who have not submitted any financial documentation.

EDISU SCHOLARSHIP APPLICANTS

Information regarding EDISU scholarship is available in the “Financial Support” section.

Please be aware that the Flat Rate is not compatible with EDISU scholarship.

If a student applies for any benefits offered by EDISU, the tuition fee will be automatically adjusted to the family’s economic situation.

OPTION 2: TUITION FEE ADJUSTED TO THE FAMILY’S ECONOMIC SITUATION

The tuition fee is composed of two parts:

1.      Fixed Fee: €156 (€140 Regional Tax and €16 duty stamp);

2.      Variable Fee: calculated on the basis of the student’s Area of Study and I.S.E.E. (Equivalent Economic Situation Indicator). It ranges from €0 to €4463. For students whose I.S.E.E. is ≤ €23.000 the variable fee is €0.

EU students residing abroad must pay the tuition fee adjusted to their family’s economic situation.

Students are considered independent only if they have been meeting both the following conditions during the past two years (at least since October 2021 for a.y. 23/24):

·       Living outside the family’s residence, in a property not belonging to a family member;

·       Income equal or greater than €9000, exclusively from work as an employee or similar (not for a family member) to be declared on the Tax Return.

Falsely claiming to be an independent student will incur penalties.

 

a) NON-EU STUDENTS WHEREVER RESIDING

Non-EU students wherever residing and holding a Visa/Residence Permit for study can choose to pay the tuition fee according to one of the following options.

·       Students who have submitted the FOREIGN DOCUMENTS to EDISU are not required to send the same documentation to the University.

Art. 13 of the Prime Minister’s Decree of 9th April 2001 states that political refugees or stateless students in possession of documentation attesting that status should be treated in the same way as Italian citizens and, for the purpose of assessing their financial situation, are exempted from submitting declarations issued by Embassies or Consulates, since only incomes and assets held in Italy are considered.

These students must therefore follow the instructions related to Indipendent EU students.

If they cannot obtain the ISEE for UNIVERSITY USE, they can present the ISEE for ORDINARY USE, sending by no later than 25th October 2023 the DSU reference number to ufficiotasse@unipv.it, which will acquire it directly through INPS.

INSTALMENTS COMPOSITION

The fees are divided into four instalments:

1st INSTALMENT

  • Students enrolling to the first year of study course must pay the first instalment (fixed fee) of €156.00. Students matriculating after the second instalment due date will have 15 days from the completion of the matriculation (receipt of welcome email) to pay the instalment(s) already expired. A penalty for the first instalment will applied in any case.
    Students residing in Italy intending to benefit from a fee based on their family economic situation must be in possession of an ISEE and authorise the University to automatically acquire ISEE certification from the INPS database within 15 days of completing the matriculation (receipt of welcome email). Students residing abroad intending to benefit from a fee based on their family economic situation must send these documents to ufficiotasse@unipv.it by 25th October 2023. It is noted that students matriculating for Master’s courses are required to pay the instalments in accordance with the deadlines set forth herein.
  • Students enrolling to years following the first (or to retake the first year) must pay the first instalment, comprising the fixed fee of €156.00 plus 20% of the all-inclusive fee calculated in the previous academic year, by no later than 26th September 2023. If the student has an ISEE/ family economic situation under €23.000/year, he/she should write to ufficiotasse@unipv.it and request the recalculation of the first instalment for the cancellation of the all-inclusive fee.

2nd and 3rd INSTALMENTS

These will be, respectively, 40% and 30% of the all-inclusive fee, net of the amount paid in the first instalment, based on the ISEE/ family economic situation documents presented,or the top bracket amount. All students must pay the second instalment by 14th December 2023 and the third instalment by 8th February 2024.

4th INSTALMENT

It is the difference between the total amount due for the entire academic year and what has already been paid in the previous instalments. All students must pay the fourth instalment by 16th April 2024.

 

Please note: Any requests to recalculate the all inclusive due for the A.Y. 2023/24 will not be accepted if presented after 30 September 2024. The request must be done by email to ufficiotasse@unipv.it.

PAYMENT OPTIONS
ONLINE PAYMENT
You can use our online payment system PagoPA to pay by credit, debit card or Paypal. Enter your Student Portal and find the payment to be made in Segreteria – Pagamenti section. Open the payment page by clicking the invoice number and then choose the online payment method in red ‘Pago con PagoPA’.

OFFLINE PAYMENT
If you are unable to pay online, we accept a number of offline payment methods. In this case, you have to print out the bill from Student Portal by clicking the blue button ‘Stampa Avviso per PagoPA’ and bring it to your bank (if equipped with PagoPA system)/any branch of Banca Popolare di Sondrio/a tabacco shop (if equipped with PagoPA system).

PAYMENT DEADLINES
1st installment: within enrollment deadlines of the course for the first year students / September 26th 2023
2nd installment: within December 14th 2023
3rd installment: within February 8th 2024
4th installment: within April 16th 2024
GRADUATING STUDENTS

Students intending to be awarded a degree by April 2024 are not required to renew their enrolment for A.Y. 2023/24 and pay the relevant fees.

If the degree is not obtained by 30 April 2024, the student must enrol to the new academic year and pay any unpaid instalments and relative penalties, including that relating to ISEE possession and authorisation, if due.

Graduands who lack no more than 24 ECTS as of 31 December 2023 may be exempted from the penalty on the first instalment and on late authorisation for the automatic acquisition of ISEE 2023.

To obtain this exemption please contact the Student Career Management (“Gestione Carriere”) through direct line. The student will have 15 days to settle payment of any other overdue instalments without incurring the relative penalties.

If the student is not in possession of the ISEE 2023 for the right to study, he/she may submit the ISEE 2024 and pay a penalty of €330,00, filing a request to ufficiotasse@unipv.it.

EXEMPTIONS AND REIMBURSEMENTS

The reimbursements will be made through a bank transfer to the account linked to the Carta Ateneo +.

If the recipients do not hold this card, they must provide their IBAN code in the Student Portal. Beware that the student in question must be the holder or joint-holder of this account.

Reimbursements obtained before April 2024 will be paid by July 2024.

EXEMPTION FROM FIXED FEE:
1. Students with a disability ≥ 66% or assessed disability as per art.3 L104/1992
2. Foreign students with a scholarship from the Italian Government or from  intergovernmental agreements;
3. Eligible non-beneficiaries of the EDISU Scholarship;
4. Students who failed to complete the conditional enrollment in a master degree program. For this point please see the art. 7 of Regulation on fees.

EXEMPTION FROM VARIABLE TUITION FEE AND REIMBURSEMENT:
1. Students with a disability ≥ 66%, and those with a certified disability under Article 3, Paragraph 1 of Law 104/1992;

2. Foreign students with a scholarship from the Italian Government or from intergovernmental agreements;

3. Beneficiaries of the EDISU Scholarship;

4. Students enrolled for the first time in an Italian University who completed high school with grade 100/100 or equivalent for students who completed high school abroad;

5. Students with a family income of ≤ €23,000, enrolled for a number of academic years less than or equal to the normal course length plus one year;

6. Single-cycle Master’s students who graduated within the official period will be reimbursed 100% of their final year fees, on the condition that they were enrolled for a number of years that did not exceed the expected course length. Second-cycle degree students who graduated within the official period will be reimbursed 100% of their final year fees, on the condition that they were enrolled for a number of years that did not exceed the expected course length.

Exclusions from reimbursement:
– students admitted directly to the second or subsequent years of study;
– students who have already benefitted from this type of exemption;
– students who had gap years between the graduation from bachelor and the enrollment in a master;

7. Students whose foreign degree is recognized as equivalent will receive a 50% exemption.

8. Permanent employees of the University of Pavia can request exemption:
• for a maximum of 5 years for first-cycle degree course;
• for a maximum of 7 years for an academic path of first and second-cycle degree course;
• for a maximum of 7 years for a single-cycle degree course.
The enrollment in a course of study must be in the interest of the university and coherent with the applicant’s area of work.

9. Enrolled students with a parent working as permanent employee in the technical-administrative category, with an ISEE less than €25,000, can receive a 50% exemption. This may be used for a maximum of one year more than the number of years in the normal course length, provided that the students obtained at least 30 CFU during the previous year.

10. Siblings Bonus (Bonus fratelli): siblings enrolled at the University for Pavia in the same academic year in either first or second-level degree courses will be granted a €300 reduction to each sibling, provided that family ISEE is ≤ €45,000.

If one of the siblings graduates or decides to transfer or withdraw, the student remaining enrolled can benefit from the bonus for that academic year only.

11. Students enrolled in an ordinary course at IUSS (Istituto Universitario di Studi Superiori di Pavia) and who benefit from a place in one of the university’s residences.

12. Graduating students discount of 75% : students who will have passed all the expected exams by 30 April 2024 and will have graduated by 30 September 2024 (by 15 December 2024 for Healthcare Profession’s students) can apply for the Graduating students discount of 75% on the variable tuition fee .

To access the benefit, interested students:

  1. do not have to pay the first installment related to the enrollment for A.Y. 2023/24;
  2. must apply for the exemption once all the activities envisaged in the Study Plan have been registered by the above deadlines and in any case by July 14 2024, by submitting the appropriate application to the U.O.C. Student Career Management via Filo Diretto

REFUNDS AT THE STUDENT’S REQUEST

The student may apply for a refund in the following cases:
– payments erroneously made for any reason, provided that the request is submitted within the peremptory deadline of 30 days after the payment is made;
– where one has obtained enrollment for a given academic year in a degree program and subsequently enrolls, for the same academic year, in a master’s degree program at the University of Pavia. In such a case, it is permissible to obtain a refund of the amount paid for enrollment in the bachelor’s degree;
– obtaining the degree in an academic year prior to the year of last enrollment.
